Private intelligence contractor
MSF is a fully private intelligence business that sells its services to the government. The initials are used publicly without a formal expansion. Fionn built a second purpose beneath its contracted work, preparing mostly ordinary people to approach threats they were never told existed.

Fionn quietly shaped MSF so it could confront magical crises. Most members were not told that this purpose, or magic itself, existed.
The Spill is never fully contained. MSF must shrink into a mainly Magi-focused task force while continuing to handle the ordinary intelligence threats it was created to confront.
MSF assists with security at the Prosecutor General's appointment dinner. That work gives Lynleit access to the investigation after Kyrien's failed attack. Her contract-based proposal can support his release into paid confidential service, but requires the responsible authorities' approval and his lawyer's review. MSF does not acquire unrestricted police or judicial authority over his case.
When Mikhail discovers that Kyrien, Felix, and Reiner know about magic, Lynleit refuses to surrender them. She begins bringing part of MSF into the Magi world, where the agency will answer to the Magiarchy and the Church.
Ownership and control
The government can negotiate contracts, purchase defined services, and decide whether to keep buying them. It has little authority over MSF's succession, command culture, internal appointments, or ordinary workings beyond the access MSF chooses to permit. MSF may also accept clients beyond the government, exposing the danger of a private contract whose obligations conflict with Narvea's interests.
Fionn's family residence also supports selected MSF work through its offices and library, while the formal headquarters remains in Turon.
Every MSF officer who passes weapons certification is issued the compact 9×17 pistol. MSF buys the pistol from Ren Arms and manufactures no weapons.
Cryptology in plain sight
Fionn built cryptology into everyday appearance. A deliberate blue garment initiates recognition, but it does not authenticate authority by itself. Top officers follow it with an innocuous challenge-response hidden inside ordinary conversation.
Anyone can buy a blue coat. Only someone trusted by Fionn knows how to answer a question that sounds like small talk.

MSF is a private family enterprise, and its leaders settle succession internally. Fionn deliberately refuses to identify one uncontested successor because he believes a declared heir would become an obvious target. His death divides the inheritance: Lynleit eventually becomes the new Magiarch, while Kyrien inherits the MSF director's seat during her absence. The government has little standing to settle the vacancy, and Fionn's security measure produces the succession crisis it was intended to prevent.
Distributes trust through private protocols and overlapping circles, but refuses to turn any one candidate into a visible target.
Takes control after Fionn's elimination and frames Lynleit for his death. Her ignorance of his private authority protocol gradually gives influential officers reason to doubt the legitimacy of her succession.
Fights to clear her name and reclaim the agency. Because the Spill cannot be fully contained, she reshapes MSF into a smaller task force centered on Magi while preserving its intelligence function.
Inherits control while Lynleit carries the Magiarchate. He must keep a private company, its government contracts, and its permanent Spill mandate functioning without magical authority or the founder's declared succession.
Political footprint
Officer culture, divided logistics, constitutional loyalty, and the absence of any desire to rebel keep that capacity dormant. Politicians remain uneasy because the state cannot simply command or reorganize its private contractor. The final safeguard is the belief that MSF officers are decent people.
